PROJECT NUMBER 58: CONSTRUCTION OF IRRIGATION CANAL

PROVINCE DESCRIPTION
Thanh Hoa Province is the biggest province in Vietnam except for Hanoi and HCMC. The province consists of 636 communes of which 102 are considered very poor and receive government assistance while 139 are poor but do not receive government assistance. There are 27 districts and a population of some 3.7 million. About 1 million persons belong to 8 different ethnic minorities. Some 12 percent of the province’s population lives below the poverty line. The province ranks 47th out of 64 in terms of standard of living.

Construction of a 1.6 km irrigation canal in Hoang Thang Commune, Hoang Hoa District. The canal will irrigate some 150ha of rice fields.

Description of project:
Hoang Thang Commune is located in the northeast of Hoang Hoa District, some 20 km from Thanh Hoa city. There are 4 villages in the commune with a population of 8,000 persons. Some 50% of working age people are unemployed or underemployed. Some 30.5 percent of the population lives below the poverty line. The main occupation is agricultural production with 596.8 ha available for cultivation. However, agricultural production is underdeveloped due to the lack of irrigation. Irrigation canals are mostly dug by hand.

This means inadequate water supplies during the dry season and water-logging in times of floods. Most of the water is supplied from the N22 district canal. Only some 200 ha of land are irrigated. The remaining 180 ha are not.

The project consists of building a 1.6 km concrete canal to replace the current earth canal. The canal will be built in 5 sections with the following dimensions:

one section 845m long, 0.8m wide and 1.38m deep; one section 125m long, 1m wide and 1.1m deep; one section 175m long, 1.5m wide and 1.38m deep; one section 235m long, 1.5m wide and 1.69m deep; one section 240m long, 2m wide and 1.35m deep.

When completed, the canal will irrigate some 150ha which will enable the harvesting of 2.5 crops of rice per year instead of 2 crops thereby ensuring an increase from 4 to 5 tons/ha. Total yield will therefore increase rice production by 400 tons/year with a total value of $66,000 per harvest. Average annual income per person will increase from VND 2 to 2.5 million (US$133 to 166).

The project will be implemented by the Hoang Thang Commune and Hoang Hoa District People’s Committees in coordination with the Department of Labour, Invalids and Social Affairs and supervised by the Foundation.

Final evaluation:
I made a final evaluation of the completed project on 3 March 2007. An inauguration ceremony had been arranged, attended by the Vice-Minister of Labour, Invalids and Social Affairs, Mr. Dam Huu Dac, other local dignitaries and local residents.

Construction of the irrigation canal had begun on 30 July and was completed on 30 December 2006. The concrete canal was 1,620 meters long and stretched from the administrative centrer of the commune out into the fields then turned to the east. At the beginning of the canal it was 2.5m wide and 1.5 meters high. After about 80m the canal tapered off to 1m wide and 0.8m high.

In his report on the projects implementation, the chairman of Hoang Thanh People’s committee reported that the canal would increase rice production from 4 to 5.5 tons per ha thus resulting in an increase in income of some 20 percent for the population of the commune. At the time of our visit, there was a some water at the bottom of the canal. Over 150 workers per day were used to build the canal. The canal was being used to irrigate some 300 hectares. Construction had been held up by heavy rains which necessitated bringing in building material by bicycle.

The project appeared to have been carried out according to design and the local residents appeared to be very happy with the project.
